All commercial auto policies require all drivers for the covered autos be listed on your policy.

If there is an accident and a driver that is not listed on your policy was in an accident the insurance company will decline to pay the claim. You cannot give someone permission to drive your company car and expect to have coverage from the insurance company.

Personal auto insurance policies work a little differently. Personal auto insurance companies want all valid drivers in a household to be listed on one policy. They also give coverage to drivers that you give permission to drive your vehicle.

There are exceptions, but this is almost always how insurance companies respond to auto insurance claims.
